Water Use Permitting Statistical Analysis Support

As a response to a request for a proposal to provide water use permitting statistical analysis support to the Southwest Florida Water Management District, Dr. Listopad assisted in the development of a set of standardized statistical analyses for use in evaluating water resource and environmental data within the Water Use Permitting program.

The original scope of work included the assessment of water resource data (local hydrologic, water quality, and ecologic datasets), development of parametric and non-parametric standardized tests, creation of an extensive manual of test methods based on Minitab software with decision key, and training of staff in statistical analyses, data management and macro programming.

The original manual was developed to provide robust statistical methods for assessment the various types of data used by the District to detect temporal changes in environmental conditions and assess the impacts of groundwater withdrawals, accounting for the effects of rainfall variation. The methods were presented in a concise, illustrated manual which is tightly integrated with the Minitab software. All tasks were completed on-time and on-budget. Training sessions were held in May 2014 and again expanded in August 2016 by client request.
